Framework for Substantive NGO contribution to IPM, Feb 28th to Mar 4th

The Chair of CSD 13 has provided a detailed outline of the Organization of Work for the IPM and listed 3 main entry points for MGs to contribute to the process of evaluating policy options and possible actions to expedite implementation of targets and goals pertaining to water, sanitation and human settlements.

  1. On Mon Feb 28th between 3-5pm the NGO MG will be called upon to outline their views relevant to the three themes
  2. NGO may have the opportunity to comment throughout the meeting, at Chairs discretion and time permitting,
  3. On March 4th MGs will be invited to make brief closing remarks.
 
  1. For the 3-minute opening remarks:

The suggestions from the coordinating partners are that on Sun Feb 27th, a small drafting group works on the 3-minute statement based on the framework provided here. The SDIN Monday morning meeting can then agree on the draft as well as nominate a speaker to present it.

  1. As this will be a policy session, it is important for NGOs to observe and follow closely the intergovernmental deliberations on all 3 themes.  The 9 am SDIN meetings will thus need to: 

(a)   Appoint 1 representative to attend and report back from the plenary , 1 to report back on Water, 1 on Sanitation and 1 on Human settlements, and perhaps 1 on Partnership Fairs

(b)   Ensure that NGOs representative are supported by technical expert from water and one from Human settlements to answer questions that may arise

  1. Nominate NGO speaker to make closing remarks based on the weeklong negotiations and NGO responses to the “ Chair’s text” due out on 3:30pm on Fri mar 4th.  The person nominated to do this must be kept apprised of developments in meetings rooms, caucus meetings and along corridors and must work closely with coordinators and all groups.
