Delivering energy efficiency for sustainable development

Policies and measures to promote energy efficiency are essential to promote sustainable development, and cooperation is essential for effective and efficient implementation. As outlined in the Johannesburg Plan of Implementation Section III, paragraphs 20, sub-paragraphs (s,t,u,v, and w), promoting energy for sustainable development requires orchestrated efforts between governments, international institutions, and all other stakeholders. Recognizing the constraints in development countries for advancing energy efficiency, the CSD must agree on effective and efficient mechanisms for technology transfer. Although public-private partnerships can facilitate this process, they are not they only solution. Developed countries, in the spirit of the Monterey Consensus, must assist developing countries in leap-frogging to energy efficiency technologies and capacity building. How can we faciliate this process? The report fails to stress the insights gained on energy efficiency at CSD14. The CSD14 Matrix reflects some outgoing efforts to maximize energy efficiency, and lessons learned must be reflected in the outcomes of CSD15. How can we make this happen?
